在中国历史上的208位皇帝之中，乾隆（刘永 饰）89岁最寿，而这位自称“十全老人”的皇帝生性风流，喜好与大臣逗趣。主持编撰《四库全书》的刘墉（李昆 饰）机智过人，频频用连珠妙语解开乾隆的刁钻问题。乾隆、刘墉与鄂容安一行微服下扬州，一路上，鄂容安怂恿乾隆与刘墉对赌，后者巧舌如簧令皇帝无法得胜，恰巧扬州八怪之一郑板桥（岳华 饰）拒绝为皇帝作画，乾隆遂难为刘墉取得郑板桥墨宝，不想刘墉再次得手。乾隆与鄂容安独自出行，于路为歌女大凤（惠英红 饰）解围后又巧遇神算子，种种奇遇之后，乾隆又得到了难为刘墉的新办法……。Here's a modern-day film noir in which you're never sure what's real and what isn't real.
